4L6A 1973 Azerbaijan

I had a quick look at some history of amateur radio in Nagorno Karabakh.
The first ever operation from N-K appears to have been by 4L6A in October/November 1973.
DXNS #595, dated 1973-10-09, reports 4L6A to be QRV October 12-14 from the rare oblast 003 in Azerbaijan.
Ops were UF6AP, UF6HK, UF6HS & UF6HV.
In the fall of 1973. Our next radio expedition to the Nagorno-Karabakh Autonomous Region, from which no amateur radio station had worked before, received a special call sign 4L6A ."
So this operation had Georgian operators, and DXNS states the QTH to be Azerbaijan.
The QSL gives the QTH as Stepanakert, Karabakh, region 003, Azerbaijan.
