The FQ8 prefix was used for French Equatorial Africa (aka Ubangi-Shari before 1958), and became a deleted ARRL entity on August 16, 1960. The date on this card is April 29, 1961 and QTH listed on the card is Bangui, Republique Centrafricaine (R.C.A.) which changed to the TL8 prefix. Perhaps Central African Republic didn't change their callsign prefix until later.
