VP1FR 1931 Suva, Fiji Islands

Frank H. Rostier is listed as VP1FR in Suva in the 1932, 1933, 1935, 1936, 1937 & 1939 call books that I found online.
Looks like he was born in Fiji in 1903.

This photo is British operator Frank Rostier on Canton Island Island 1938.
(British colonial office) I dont have a call sign.
