TG9AA 1939 Guatemala

Operator: J.B. McElroy 5-1 1939 (there is a rubbber-stamp "Seasons Greetings" over the card, so probably 5 January).
The card says " FIRST LICENSED AMATEUR IN THE REPUBLIC".
TG5 10 March 1938 and TG5JG 28 May 1939. The same operators on both; John Guillen and (second op) Julius Caballeros Sanchez.
TG9BA Walter C. Bay (a RCA advertising card).

Now a Google search brings up: United States Statutes- convention signed 8 December 1938 - re Cairo Regulatons 1938 attached to the ITU Convention of Madris 1932.

No information found about TG5 Guillen.
TG9AA claiming first licensed amateur - they will have all known one another so the others must have been unlicenced.
Were there any other pre-war ops active? Those three seem well equipped.
