UN SC 8R1 1991 Guyana

UNSC = United Nations Security Council.
There was a border dispute between Guyana and Venezuela, which UNSC was involved in from 1990.
I believe the UNSC8R1 operator Mr. Juan Luis Larrabure was the UN representative for Guyana.
He also signed 8R1UN.

He was at this time (1991) involved in the United Nations Development Programme in Guyana, apparently as office director and resident representative.
I also checked the database of QRZ.com and found him, now with the call PY2JLS.
