The TH on the stamp stands for Territory of Hawaii. Before Hawaii Statehood, governmental offices used the perfin. The perfin on the 3c Jefferson is not rare. However, this is only the second QSL card that I have seen sent out by K. Nose (KH6IJ) with a perfin stamp.  I would like to think the card with perfin stamp is rare.
