UA3BD/UP2 1948 Lithuania

In 1947 was the 4th All-Union Test, dedicated to the 30th anniversary of the Great October Socialist Revolution. In the test, shortwave carriers of 77 cities and 56 radio clubs of Osoaviakhim took part. Kaliningrad radio amateur UA3BD, who came to the region from Moscow, ranks first among radio amateurs of the third category (the radio station power is up to 5 W). Lyapin worked from Kaliningrad as UA3BD / UP2 on the 40 meter band.

The card says QRA was Kaliningrad, but UP was Lithuania!
Kaliningrad, which bordered Lithuania, was, after the end of World War II, run by the Lithuanian SSR, although Lithuania did not want to take over the territory.
This use of a Russian call with a Lithuanian suffix for Kaliningrad is the first I have seen.
To add to the confusion, the card used bears the emblem of the Latvian SSR !
