9X5AA 1968 Rwanda
Ambassador Leo George Cyr, Silent Key (1909 - 2003).
He was the second Ambassador to Rwanda (1966-1971), during the presidency of Lyndon Baines Johnson.
Ambassador Cyr was born in
Limestone, Maine on July 28, 1909.
He received a bachelor's degree from Holy Cross College in 1930,
a master's degree in Foreign Service from Georgetown University
in 1933, and a law degree from Georgetown University in 1939.
He attended the National War College (1948-49). Ambassador Cyr's
career included positions in Morocco, Cameroon, Tunisia,
Washington, DC, and an ambassadorship to Rwanda.
While in Rwanda he took up Ham radio. His bio mentioned he enjoyed having QSO's with King Hussein of Jordan.
He resigned his ambassador
position in Rwanda in September 1971 and purchased a home in
Bethesda, MD.
No record was found of him being a Ham operator after he retired
from government service (37 years) and returned to the U.S.A.
In 1985 he published a book about his ancestry: Madawaskan
Heritage, A History and Genealogy of Our Family, A Branch of The
Sire (CYR) Family in the New World.
