This is a unique and very rare QSL card. It was probably sent to people that made donations to the DXpedition.

Don Miller admitted at Dayton 2003 that he was never on St. Peter & St. Paul Rocks.
The operation was aboard a ship off the coast of Venezuela, some 1800 miles west of St. Peter & St. Paul Rocks.
This operation was disallowed by DXCC.
