As you can see it says he is 13 years old and was licensed before age 12 and was a member of the Radio Club of Hartford and the ARRL.
He is listed in the 1920 call book as 1VAQ (typo?) then in 1921 as 1AVQ. Surprisingly it does not appear that he is involved in amateur radio much past 1925.
