Callsigns switched from VQ5 to 5X5 at that time.
Special promotional QSL cards for the East African Safari Rally, which, in 1963, took place in April, were used up to a year beforehand (tnx G4UZN).

The September, 1962 QSL above appears to have the callsign VQ/5X5IU, but it seems likely that the call was VQ5IU before independence date, and 5X5IU afterwards, and the QSL was used for both calls (tnx G4UZN):
