ON4QX/AC4 1955 Tibet

Here is a copy that was printed in the Don Chesser W4KVX DX Magazine #79, July 21, 1959

Notice the date difference between the two QSL cards.
The 1st one sent to W8QJR was dated 21 April 1955, the one from the magazine sent to W5CFG was dated 2 July 1955 and numbered #23.

It seems they may have made 2 trips and very few contacts at this location.
Did the government of Tibet approve this operation or did they do it undercover?
